Building Permit

The city of Hillsboro has adopted the 2021 International Building Code. This includes the 2021 International Plumbing, Mechanical, Residential and Fire Codes. The city has also adopted the 2020 National Electrical Code. These publications are copyright protected and so cannot be posted online.

According to these codes, permits are required from anyone who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, or to cause any such work to the done. Additionally, the city of Hillsboro requires permits for fences, sidewalks and wells.

Exceptions to permit requirements include but are not limited to:

  • One story detached accessory structures used as tool and storage sheds, playhouses and similar uses provided the floor area does not exceed 200 ft.²
  • Prefabricated swimming pools that are less than 24 inches deep and do not exceed 5000 gallons and are installed entirely above ground.
  • Swings and other playground equipment accessory to one and two family dwellings.
  • Painting, tiling, carpeting, cabinets, counter-tops and similar finish work.

All permitted work done in the city of Hillsboro shall be performed by a licensed contractor, electrician, mechanical contractor or plumber, or the owner of the property, or when authorized by the building official, a qualified employee of the owner. All permitted work must be inspected by the building official or his agent.
