Michael Webb
Interim City Administrator

Michael Webb is the retired City Manager for the city of Edwardsville, KS, a position he held from May 2007 until July 2023.  Mr. Webb has nearly 35 years in local government management and holds an MPA from the University of North Texas.  During his tenure, the city saw tremendous growth in commercial/industrial development and attracted regional and national companies such as EARP, Fastenal, FedEx, Office Depot/Office Max, and AlphaBroder.  The city also attracted new housing including 50 moderate-income townhome units through the Moderate-Income Housing (MIH) program and the creation of the first Rural (Reinvestment) Housing Incentive District (RHID) in Wyandotte County. The growth and development helped the city to enhance its credit rating to AA- by Standard and Poor’s during Mr. Webb’s tenure.Prior to serving the city of Edwardsville, Mr. Webb served as interim manager for the cities of DeSoto and Osawatomie, Kansas.  He also served as city manager for Argyle, Texas and Jacksboro, Texas before relocating to Kansas.In addition to his professional experience, Mr. Webb has served on numerous boards and commissions including the Texas and Kansas City management association boards, the Board of Directors for Midwest Public Risk, a municipal government insurance pool, and the Edwardsville Community Fund Board of Directors.Michael also is active with mission outreach including travels to Guatemala as part of a team that has constructed homes, medical clinics, and school facilities.Michael resides in Shawnee, KS with his partner Penny. Michael and Penny also serve as fosters for BARC, a Bernese Mountain Dog rescue organization.
