Kansas Enterprise Zone Hillsboro is designated as a non-metropolitan business region which allows for us to offer enhanced incentives under the Kansas Enterprise Zone Act. To qualify for benefits, new or expanding manufacturing businesses must create at least two net new jobs; non-manufacturing businesses (except retail) must create five net new jobs. Benefits include a one-time corporate income tax credit in the amount of $2,500 for each new employee and $1,000 for each $100,000 of new capital investment. These credits can offset 100 percent of a firm’s corporate income tax liability and the unused portion of the credit may be carried forward to subsequent years until the entire credit is used. If eligible, a sales tax exemption is granted on the purchase of goods and services in constructing, reconstruction, enlarging remodeling or equipping a qualified business facility.
Job Expansion and Investment Credits This program provides business incentives for those businesses that may not qualify for the Enterprise Zone incentives, such as retail businesses or non-manufacturing businesses that do not create at least five new hobs. For example, a new or expanding retail business that creates at least two new jobs is allowed a hob expansion credit of $100 per net new employee and an investment tax credit of $100 per $100,000 of qualified investment. Credits may be used to offset up to 50% of the business’ Kansas income tax liability for a period of up to ten years. Unused credits may not be carried forward.
Marion County Neighborhood Revitalization Program The Marion County Neighborhood Revitalization Program provided property tax rebates on new construction and on increased valuation resulting from remodeling and or expansion projects of any type of construction including business, farm or home. Rebates are calculated on a decreasing scale for 5 years.
Upon issuance of your building permit, you may call or visit the County Appraiser's office to see if the rehabilitation, alteration, addition, or new construction qualifies for a TAX REBATE on property taxes. There is a $25.00 NON-REFUNDABLE application fee to determine eligibility status for a tax rebate. Prior to any construction, you must contact the County Appraiser to begin the application process. Industrial Revenue Bonds Property financed with the proceeds of an Industrial Revenue Bond (IRB) issue can be exempt from property taxation for a period of ten years. In addition, the cost of building materials and permanently installed equipment are exempt from state and local taxes. Hillsboro has several businesses which have been funded through IRB financing over the years.
Hillsboro Neighborhood Revitalization Plan The City of Hillsboro has a Neighborhood Revitalization Plan in effect for the years of 2008-2018. The purpose of the plan is to encourage property owners to improve their properties. Since improvements usually result in a property tax increase, an NRP allows for a tax abatement of the improvements over a 10 year period (2008-2018). In order to qualify, a property owner must submit an application to the city and demonstrate expenditures of $5,000 for residential and $15,000 for commercial properties. HVI Established 2007
The Hillsboro Development Corporation board of directors developed a new strategy for promoting economic development by forming Hillsboro Ventures Inc. (HVI), a not-for-profit business support center. Hillsboro Ventures Inc. offers a supporting relationship with innovative entrepreneurs to help their dreams become reality. Through its full-time executive director and volunteer board, HVI is available to consult with businesses to help them through the difficult initial stages of starting a business. It also relies on a network of business resources partnered to fulfill specific needs. Through these services, HVI surrounds local businesses with the resources they need to succeed and grow. Established in the early 1970's the Hillsboro Industrial Park is located on the Northeast side of the city – Hwy 56 and Industrial Rd. The Industrial Park features easy access to super two U.S. Highway 56. Prime building lots are available including all utilities – lot sizes are negotiable. This is a new business park located on Hwy 56 north of the city. Midway Motors, Hillsboro’s GM Dealer, is the sole occupant. They moved into their new facility Januay 1, 2011. Business sites with highway frontage are available. (See Map)
