February 7, 2012

 

1. The city council met in regular session on Tuesday, February 7, 2012 at 4:00 p.m. in council chambers with Mayor Delores Dalke & Council members Byron McCarty, Bob Watson, Marlene Fast & Shelby Dirks present.

 

2. Others Present: Don Ratzlaff, Hillsboro Free Press; Jennifer Stultz, Hillsboro Star Journal; Dan Baldwin, City Attorney; Larry Paine, City Administrator; and, Jan Meisinger, City Clerk.

 

3. CALL TO ORDER – Mayor Dalke called the meeting to order at 4:00 p.m.

 

4. PUBLIC COMMENTS – none

 

5. MINUTES – The minutes of the 1-24-12 special meeting were approved as distributed.

 

6. VOUCHERS – Motion was made by Council member McCarty and seconded by Council member Watson to approve the vouchers in the amount of $224,908.55. Motion carried unanimously.

 

7. ORDINANCE 1218 – CHANGING COURT DATE – City court is being held at 4:30 p.m. on the last Tuesday of each month. The new judge has a conflict with that date. Ordinance #1218 changes the municipal court date to the last Monday of each month at 4:30 p.m. Motion was made by Council member Dirks and seconded by Council member McCarty to approve Ordinance 1218 – (AN ORDINANCE CHANGING THE COURT DATE FOR THE MUNICIPAL COURT OF THE CITY OF HILLSBORO, KANSAS). Council was polled with the following vote: Watson, yes; Dirks, yes; McCarty, yes; Fast, yes. Motion carried unanimously.

 

8. CHARTER ORDINANCE 17 – CHANGING COURT COSTS – Municipal Court Judge Brad Jantz is recommending that the court costs be raised from $60.00 to $80.00. His recommended amount is in line with fees charged by his other courts. The last time court fees were raised was in August 2006. Because charter ordinances have a 60 day protest period, this ordinance would not be effective until April 23, 2012. Motion was made by Council member Dirks and seconded by Council member McCarty to approve Charter Ordinance 17 – (A CHARTER ORDINANCE EXEMPTING THE CITY OF HILLSBORO, KANSAS, FROM THE PROVISION OF K.S.A. 12-4112 RELATING TO THE ASSESSMENT OF COURT COSTS IN MUNICIPAL COURT AND PROVIDING SUBSTITUTE AND ADDITIONAL PROVISIONS ON THE SAME SUBJECT; REPEALING CHARTER ORDINANCE NO. 15). Council was polled with the following vote: Watson, yes; Dirks, yes; McCarty, yes; Fast, yes. Motion carried unanimously.

 

9. BOARD APPOINTMENTS

 

CVB – Mayor Dalke reappointed Brenda Coryea, Kathy Rector, Frances Walls & Sue Wadkins to the Convention & Visitors Bureau. She also appointed Lola Unruh (vacancy). Motion was made by Council member Dirks and seconded by Council member Watson to approve these appointments. Motion carried unanimously.

 

10. CITY ADMINISTRATOR’S REPORT

 

CDBG – City received notification that we have received the CDBG grant - $400,000.00 for Birch & Cedar Streets. Part of the bond issue we completed last year will be the city’s matching funds.

 

Clean-up Week – Clean-up Week will be April 23-27th.

 

Adams Street Construction Open House – City Administrator Paine said he felt the meeting held last week went well. A lot of people came & asked questions. He felt Darin Neufeldt did a good job explaining everything.

 

Hospital Meeting – Mayor Dalke said a meeting will be held on February 21st at 6:00 p.m. at the high school auditorium for the public regarding where the owners of the hospital are at with their financing. She urged council to attend.

 

11. ADJOURNMENT – Motion was made by Council member Fast and seconded by Council member Watson to adjourn at 4:13 p.m. Motion carried unanimously.

 

A worksession regarding city/county inspection was held following the meeting.
