November 15, 2011
1. The city council met in regular session on Tuesday, November 15, 2011 at 4:00 p.m. in council chambers with Mayor Delores Dalke & Council members Marlene Fast, Byron McCarty, Shelby Dirks & Bob Watson present.
2. Others Present: Jennifer Stultz, Hillsboro Star Journal; Don Ratzlaff, Hillsboro Free Press; Chaz Doffing, J. Fred Hambright, Inc.; Gari-Anne Patzwald, 105 S. Wilson; Dan Kinning, Chief of Police; Larry Paine, City Administrator; and, Jan Meisinger, City Clerk.
3. CALL TO ORDER – Mayor Dalke called the meeting to order at 4:00 p.m.
4. PUBLIC COMMENTS – Council member McCarty shared information about zebra mussel control.
5. MINUTES – The minutes from the 11-1-11 regular meeting were approved as distributed.
6. VOUCHERS – A correction was made to the voucher list (the recycling fee to McPherson Solid Waste Utility had already been paid). Mayor Dalke asked about the payment for Fire Pup services. Motion was made by Council member Watson and seconded by Council member McCarty to approve the vouchers in the amount of $492,547.69. Motion carried unanimously.
7. AWARD BID – POLICE PATROL CAR – Four bids from two companies were received. The two Ford products were the low bids from each dealership. The bids were as follows: Hillsboro Ford – 2013 Ford Taurus - $21,440.00; Midway Motors – 2012 Chevrolet Impala - $21,845.00; 2012 Dodge Charger - $22,370.00; 2013 Ford Taurus - $20,834.00. Since Midway Motors’ Ford dealership is not in Hillsboro, City Administrator Paine recommended the purchase come from Hillsboro Ford. Additionally, our purchasing policy (#67) grants a 10% local preference allowance. The difference between the two Ford bids is 2.9%. Motion was made by Council member Dirks and seconded by Council member McCarty to award the bid to Hillsboro Ford in the amount of $21,440.00 for a 2013 Ford Taurus. Motion carried unanimously. The car will not be delivered until late March.
8. OIL & GAS LEASE – City Administrator Paine & City Attorney Baldwin have been working on the proposed lease. A correction needs to be made to paragraph 17 (b) – correct reference to acres is 640 acres. Also, paragraph 20 was deleted. After discussion, motion was made by Council member Watson and seconded by Council member McCarty to approve the lease with the addendum subject to legal approval by City Attorney Baldwin. Motion carried unanimously.
9. SET PUBLIC HEARING FOR 2011 BUDGET AMENDMENT – Motion was made by Council member Watson and seconded by Council member McCarty to set the public hearing date for the 2011 budget amendment for December 20, 2011 at 4:00 p.m. Motion carried unanimously. At the present time, we see adjustments occurring in the following areas:
· Special Highway - because the 2010 Chip Seal Program was rolled over to 2011.
· Municipal Court – because more fine money is being collected/sent to State of KS.
· K-9 – because of the purchase of a new dog.
· Equipment Reserve – because of the purchase of some used equipment.
10. INTERNET DEVELOPMENT PROJECT – deferred
11. CITY ADMINISTRATOR’S REPORT – Council reviewed items that have been completed from the 2009 stimulus package wish list without the use of stimulus money.
12. BOARD APPOINTMENTS – deferred
13. ADJOURNMENT – Motion was made by Council member Dirks and seconded by Council member McCarty to adjourn at 4:25 p.m. Motion carried unanimously.
A work session regarding the fire district was held following the city council meeting.
