Hillsboro, Kansas 1. The city council met in special session on Tuesday, August 14, 2007 at 4:00 p.m. in council chambers with Mayor Delores Dalke and Council members Shane Marler, Shelby Dirks & Bob Watson present. Absent: Council member Byron McCarty. 2. Others Present: Susan Cooper, Hillsboro Star Journal; Brenda Coryea, Hillsboro Convention & Visitor’s Bureau; Larry Paine, City Administrator; and, Jan Meisinger, City Clerk 3. CALL TO ORDER – Mayor Dalke called the meeting to order at 4:04 p.m. 4. 2008 BUDGET HEARING – At 4:04 p.m., council recessed into a public hearing for the proposed 2008 budget. Mayor Dalke asked for public comments. Brenda Coryea, Hillsboro Convention & Visitor’s Bureau, met with council to ask for more money. She presented their 2007 Activity Summary, Activity Plan for 2008, Proposed 2008 Budget, Income Statement (for seven months ending 7-31-07), and price quotes for new brochures. Their objective is to find ways to bring more visitors to Hillsboro, with the intent of generating positive exposure for the city, and additional revenue for the economy. Hillsboro doesn’t have a booth at the state fair because of its cost, which is $1,000.00. Mayor Dalke felt this was more important than what the people thought who cancelled it. She felt it was the best place to promote Hillsboro, and we need to look at going back to the state fair, especially since we can promote the Arts & Crafts Fair. CVB’s budget for 2008 expenditures is $9,790.00. They have been receiving $7,200.00 from the city. When the CVB was created, the city put the hotel/motel tax in place, and refunded one-half of what was received back to the motel (Country Haven) for the first five years. Mayor Dalke proposed giving whatever transient guest tax that the city receives to CVB. In 2006, the city received $7,800.00. If the city raises the amount given to CVB, they have to take it away from somewhere else. The more people that stay in Hillsboro for events means there is more money for CVB. The estimated cost for new brochures is between $500.00-1,000.00 depending on the style they decide on. The public hearing closed at 4:32 p.m., and the special council meeting resumed. 5. ADOPT BUDGET ORDINANCE – Motion was made by Council member Dirks and seconded by Council member Marler to approve Ordinance 1150 – (AN ORDINANCE APPROVING, ADOPTED AND APPROPRIATING BY FUND THE CITY OF HILLSBORO FOR THE YEAR BEGINNING JANUARY 1, 2008). Council was polled with the following vote: Marler, yes; Watson, yes; Dirks, yes. Motion carried unanimously. The levy will be as follows: General 30.900 6. ORDINANCE AND SUPPLEMENTAL AGREEMENT FROM KDOT, RE: ADAMS STREET PROJECT – Information was not received from KDOT. Item deferred. 7. ADJOURNMENT – Motion was made by Council member Dirks and seconded by Council member Watson to adjourn at 4:34 p.m. Motion carried unanimously.
